What is HiROADS?

High Risk Offenders Alcohol and Drug Service (HiROADS) is a state wide service, with offices in Abbotsford, Epping and Ballarat. HiROADS is delivered by Caraniche, in partnership with the Department of Health and Human Services.

HiROADS is a specialist forensic alcohol and other drug (AOD) service designed to address the treatment needs of offenders with complexities that may increase the risk of recidivism.

This can include clients with:

  • History of violent or sexual offences
  • Acquired Brain Injury
  • Complex presentations
  • Significant co-existing substance use and mental health concerns
  • Cognitive disability or impairment
  • Inability to engage with group treatment settings and providers
  • History of aggression towards service providers in the community
  • Extensive offending history
  • History of non-compliance with Community Correction Orders

What does HiROADS offer?

Upon starting with HiROADS, each client is allocated to an AOD Clinician, whom has extensive experience working with forensic clients, in the community and prison setting. This means the clinician can provide high quality, specialist forensic AOD counselling to the client, addressing their needs whilst they continue to reside in the community.

As well as having regular appointments with a specialist forensic AOD Clinician, clients also have access to a Care and Recovery Coordinator (CRC). The CRC role works with the AOD Clinician and the client to address a range of issues related to their substance use and/or mental health concerns that require more practical assistance. In this way the CRC role can provide short term case-management alongside of counselling.

HiROADS is a dual diagnosis service, in that it aims to address the substance use and associated mental health issues of the client in a therapeutic way. HiROADS primary role is not to address criminogenic risk or offending behaviour directly, but does so by treating the underlying issues that may increase the risk of offending behaviours.

How do I refer to HiROADS?

Caraniche can receive HiROADS referrals from ACSO/COATS workers or Justice Case Workers for individuals currently involved in the criminal justice system.

These clients can be referred to HiROADS programs across the three sites, in Abbotsford, Epping and Ballarat, through the central intake, detailed below.
